NOTICE OF PUBLIC MEETING CONCERNING THE PROPOSED CONTRACT BETWEEN
Central Noble Community School Corporation
Employing Dr. Barry Younghans as Superintendent
On December 15, 2025 at 5:00 p.m. in the Central Noble Community School Corporation Jr. Sr High School located at 302 Cougar Court, Albion, Indiana, the Board of School Trustees will meet to discuss and hear from the public objections to and support for the proposed contract, which will be effective from: December 16, 2025 to June 30, 2028.

Dear Central Noble Families,
We want to inform you of important changes coming to Central Noble Community Schools as we face significant financial challenges.
Due to the failure of our recent referendum, funding cuts from Senate Bill 1, and shifting enrollment (97 seniors graduating vs. only 68 registered Kindergarteners), we’re anticipating a $225,000 reduction in our Education Fund. We’re also facing a $270,000 loss in our Operations Fund, with total projected revenue losses exceeding $850,000 over the next three years. These realities require immediate, proactive action to ensure the stability of our district.
To address this, the School Board has approved a reconfiguration plan that will save an estimated $260,000 in the Education Fund:
- Fifth grade students will move to the Jr/Sr High but will remain in self-contained classrooms with their current teachers. Their daily routine, specials, lunch, and support, will mirror what they've experienced at the elementary level.
- Second grade students will transition to Central Noble Elementary. Our team is already planning a welcoming and supportive move for them.
In addition, we’re implementing Operations Fund changes estimated to total $182,000 in savings, as part of broader efforts to get ahead of the financial shortfalls projected over the coming years.
Central Noble Families,
Central Noble Schools will be participating in a Summer Learning Lab (SLL) Program from June 9th to July 9th. During this time frame, all students attending the program are involved in the Indiana Department of Education Free Summer Meal Program.
Every student attending SLL will be served breakfast (830am-900am) and Lunch (1200pm-1230pm) daily, Monday through Friday. This is a closed campus during this time, so no outside services will be provided.

3. Do to the rural nature of our school, we have a difficult time finding highly qualified IA's and when we do find them we train them. I therefore support this waiver.

The Ed-Flex waiver #2 application was submitted, with this information on Tuesday, November 12, 2024.
Central Noble Community School Corporation intends to submit a waiver request under the Indiana Ed-Flex Program. Waiver 2 seeks increased flexibility in paraprofessional requirements.
Under current State guidelines, paraprofessionals must meet certain educational and/or assessment requirements upon hiring to provide instructional support. While these standards are important, we believe in greater flexibility in hiring individuals who, while they may not meet all educational benchmarks, possess valuable experience and skills that can significantly contribute to student success. We propose to use this flexibility to allow paraprofessionals with practical experience, specialized training and other relevant competencies to work with students, especially in our district that faces challenges in hiring qualified support staff.
By obtaining this waiver, we anticipate that we will:
1. MAINTAIN SUPPORT FOR STUDENTS by employing paraprofessionals with relevant skills and experiences to provide specialized and targeted support to our at-risk students
2. IMPROVE STUDENT-ADULT RATIOS as we will maintain flexibility in hiring paraprofessionals to support our struggling students
3. RETAIN HIGH-QUALITY STAFF due to relaxed requirements and basing new hires on real-world experiences who are best suited for the position
4. EXPAND INTERVENTION OPPORTUNITIES with more paraprofessionals available in our schools being better equipped to provide timely interventions, improving overall student engagement, learning outcomes and reducing gaps in achievement
